La 53-a Universala Kongreso okazos ĉi jare en Madrido. La Alta Protektanto de la Kongreso estos Generalo Franco. Kiam unuafoje mi legis supremenciitan novaĵon mi estis tiom ŝokita ke mi kredis esti viktimo de terursonĝo. Mi neniam povis supozi ke la vorto Esperanto kaj la nomo de faŝista Franco povus esti iamaniere asociitaj. La tempo ne estas tiom malproksima por ke la esperantistoj forgesu kiu estas Franco; ke ili forgesu la krimojn pri kiuj li kulpas, krimoj kontraŭ libereco, krimoj kontraŭ demokratio kaj ankaŭ krimoj kontraŭ la Esperanta idealo.

Mi ne forgesis; mi neniam forgesos la terurajn jarojn de la hispana milito kiam Franco, dank' al la helpo de Hitler kaj Mussolini ribelis kontraŭ hispana demokratio, La lukto daŭris tri jarojn. En la teritorio okupita de la faŝistoj la esperanto-movado tute ĉesis ekzisti; en Zaragozo, Logronjo kaj aliaj urboj multaj esperantistoj perdis sian liberon, kelkaj perdis sian vivon. Kiam en februaro de la jaro 1937 la faŝistoj okupis Malago-n, miloj da personoj estis mortpafitaj ĉar ili estis membroj de laboristaj sindikatoj, demokrataj asocioj kaj de la loka esperanto-klubo. En 1939 la tuta lando estis okupita de la faŝistoj, kaj dum pluraj jaroj Esperanto estis duonleĝa ĉar oni konsideris esperantistojn kiel "danĝeraj" internaciistoj, malamikoj de la "sanktaj" tradicioj de la patrio. La esperantistoj kiuj eskapis la persekuto ne kuraĝis surmeti la verdan stelon, kaj la esperanto-movado estis nula. Jaroj pasis kaj iom post iom esperantistoj komencis krei grupojn en kelkaj urboj, kaj fine hispanan asocion. Mi multe ĝojas pri la renaskiĝo de la esperanto-movado, kaj deziregas ke ĝi prosperu, sed kion mi neniel povas akcepti estas la fakto ke Franco, kies manoj estas makulitaj de la sango de multaj el niaj samideanoj, estu honorata por prezidi esperanto-kongreson. Mi scias ke estas kutimo inviti la ŝtatrestojn por honore prezidi UEA-kongresojn. Oni povas ŝati aŭ ne ŝati la kutimon, sed kiam la koncerna ŝtatestro estas Franco, la kutimo estas netolerebla; mi eĉ povas diri ke ĝi estas naŭziga.

Oni povas pretendi ke tiu kongreso multe helpos la hispanan esperanto-movadon. Grava eraro. Franco estas profunde malamata de la plejmulto da hispanoj; la nomo de la diktatoro en la kongreso kaŭzos malfavoran impreson kaj la aŭreolo de idealismo kiu ĉirkaŭas la vorton Esperanto certe malheliĝos. La nomo de Franco estos makulo en la esperanto-movado. Mi scias ke multaj esperantistoj, hispanaj aŭ ne hispanaj, malaprobas la okazigon de tiu kongreso en la nunaj cirkonstancoj, ĉar Franco estas la malamiko de ĉiuj humanismaj ideoj. Ekde la faŝista ribelo ĉiuj hispanaj liberalaj homoj opoziciis lin. Mi menciu la nomon de kolonelo Julio Mangada, prezidento de la Hispana Esperanto-Asocio en 1936; Mangada estis unu el la unuaj kiuj kontraŭstaris la kriman ribelon de Franco. Mi honoru la nomon de eminenta esperantisto Jaume Grau Casas, fidela membro de UEA, Lingva Komitatano, aŭtoro de "Amaj Poemoj", "Kataluna Antologio", "Poemo de Amo kaj Doloro" kaj multaj aliaj verkoj. Grau Casas suferis dum pluraj jaroj en koncentrejoj kaj fine mortis en Valencio, tute seniluziigita, preskaŭ forgesita de ĉiuj. Dum en koncentrejo ni estis kune dum pluraj monatoj en la sama barako. Ni ĉiam parolis en Esperanto kaj li ofte manciis sian fidon en estonta triumfanta esperanto-movado en libera Hispanio, sen faŝismo kaj sen Franco. Kiel li povus imagi ke kelkaj jaroj poste la nomo de Franco estus uzita por anonci esperanto-kongreson?

Kial do Franco toleras la esperanto-movado kaj eĉ akceptas esti la "protektanto" de kongreso? Por tiuj kiuj vere konas la politikajn manovrojn de la hispana diktatoro, tio ne estas surprizo. Ĝis la jaro 1945 Franco deklaris publike multfoje sian malŝaton por demokratio kaj eĉ sendis "volontulojn" en la Blua Diviziono, sub nazia uniformo, por lukti flanke de la Hitlera Armeo. En tiu epoko li ŝatis fanfaroni pri sia faŝisteco. Jen kion deklaris faŝista gravulo A. Goicoechea, intima kunlaboranto de Franco, al ĵurnalisto de franca gazeto L'Echo de Paris: "Nia programo konsistas el tuteca kaj aŭtoritateca ŝtato. Korporacioj sen libero. Ja ni estas profunde naciistoj kaj pasiaj malamikoj de demokrataj institucioj."

Sed Hitler estis venkita. La reĝimo de Franco estis izolita kaj praktike kondamnita. La 9-an de februaro de 1946, la Ĝenerala Asambleo de la Unuiĝintaj Nacioj kunvenita en San Francisco, Usono, deklaris: "Laŭ sia deveno, naturo, strukturo kaj konduto, la registaro de Franco estas faŝista reĝimo kopiita de Hitlera Germanio kaj Mussolina Italio, kaj grandparte establita dank' al la helpo ke tiuj landoj donis al li" kaj poste la deklaracio aldonas: "la faŝista reĝimo de Franco ne povas iamaniere reprezenti la hispanan popolon". Tiam komenciĝis longa kaj konstanta filudo de Franco. La faŝista diktatoro iĝis "demokratulo". Li parolis pri religia libero, pri asocia libero, pri preslibero. Li volis impresi alilandajn kancelariojn sed la hispana popolo daŭre estis kaj estas subpremata. La Universala Kongreso de Esperanto utilos al Franco kiel pruvo de "toleremo kaj demokratemo". Franco profitos de la kongreso, sed la esperanto-movado, ne! En tiu kazo Esperanto estos utiligata por pravigi la trompon de senskrupula faŝisto. Kial do UEA pretiĝas al tiu trompo? Ĉu ne estas en UEA personoj politike konsciaj por eviti tian fian agon kontraŭ homa indeco?

Amara ironio; la jaro 1968 estas la Jaro de la Homaj Rajtoj. La LKK organizos foto-konkursojn kies temo estos citaĵo el la Universala Deklaracio de Homaj Rajtoj. Mi proponas ke la partoprenontoj sendu fotografaĵojn montrante manifestaciojn de hispanaj laboristoj kaj studentoj postulante la rajton havi proprajn laborsindikatojn kaj studentajn organizaĵojn; fotograĵojn montrante kiel la policanoj de Franco sovaĝe atakas kaj arestas la manifestantojn; fotografaĵojn montrante kiel vivas la kamparanoj en Andaluzio kaj en Ekstremaduro. Sciu ke homaj rajtoj ne ekzistas en Hispanio; sciu ke ĉiutage okazas protestoj flanke de laboristoj, studentoj, intelektuloj kaj eĉ pastroj; sciu ke en la karceroj oni torturas kiel en la epoko de la Inkvizicio; sciu ke inter la enkarcerigitoj ankaŭ troviĝas esperantistoj, kiel ekzemple nia samideanino Alicia Mur kies kulpo estis partopreni en asocio ne tolerata de la faŝista reĝimo de Franco.

Mi sugestas ke tiuj kiuj partoprenos la kongreson ne vizitu nur la belajn konstruaĵojn de Madrido, la Valon de la Falintoj kaj la porturistajn luksajn marbordojn. Mi sugestas ke ili kontaktu la popolon kiu suferas kaj kiu esperas ke iam libereco brilos denove.

Mi timas ke tiu-ĉi artikolo estas jam tro longa, kaj tamen restas multo por diri. Mi klopodis esti objektiva sed mi sentis ke mi havis la devon denunci la krimojn de la "protektanto" de la ĉi-jara Universala Kongreso kaj energie protesti kontraŭ la decido okazigi tiun kongreson sub la ŝildo de faŝista diktatoro.

 

Some Concerns with the 53rd Universal Congress of Esperanto

Eduardo Vivancos's criticisms of the Universal Esperanto Association (UEA) and its decision to hold its 53rd Universal Congress in Madrid in 1968 and the influence of Francisco Franco, the Fascist dictator of Spain.

This year the 53rd Universal Congress will be hosted in Madrid. The Honorary President of this congress will be General Franco. When I first read this sickening news I was so shocked I was convinced I was in a nightmare. I would never have thought that the word Esperanto and the name of the Fascist Franco could be associated in any manner. Not enough time has passed for Esperantists to forget who Franco is; that they could forget the crimes for which he is guilty; crimes against liberty; crimes against democracy and crimes against the ideal of Esperanto.

I have not forgotten, I will never forget the terrible years of the Spanish war when Franco, with the help of Hitler and Mussolini rebelled against Spanish democracy. That struggle lasted three years. In the territory occupied by the Fascists the Esperanto movement ceased to exist.; in Zaragoza, in Logroño many Esperanto speakers lost there liberty, some even lost their lives. When Malaga was occupied in February 1937 thousands were shoot to death for being members of labour unions, democratic associations and the local Esperanto club. In 1939 the whole country was occupied by the Fascists and Esperanto was made almost illegal because Esperantists were considered "dangerous people" internationalists, and enemies of the sacred traditions of the fatherland. The Esperantists that escaped persecution did not dare show the Green Star and so the Esperanto movement died. Years have passed and little by little some Esperantists began to create groups in a few cities and then finally revived the Spanish association. I am very happy with the reawakening of the Esperanto movement, and I wish it further prosperity, but I will not for any reason accept that  Franco, whose hands are covered in the blood of many of our fellow Esperantists, should be given the honourable position of presiding over an Esperanto Congress. I know that it is customary to invite the heads of state to preside over UEA-Congresses. One can like or dislike the custom, but when the head of state concerned is Franco the custom becomes intolerable. I can even say I find the decision nauseating.

You could pretend that this congress will be a great help to the Spanish Esperanto movement. This is a great error. Franco is a committed enemy to the majority of Spanish people; the name of the Dictator in connection to the congress will create a unfavourable impression and taint the idealism and darken the image of Esperanto. The name of Franco will be a dark spot in Esperanto movement. I know that many Esperantists Spanish and non Spanish disapprove of the organising of this congress given the present circumstances; because Franco is the enemy of all humanist ideals. From the beginning of the Fascist rebellion every Spanish liberal opposed him. I should mention the name of colonel Julio Mangada the president of the Spanish Esperanto-Association in 1936; Mangada was one of the first who stood against the criminal Franco. I should honour the name of the eminent Esperantist Jaume Grau Casas, a loyal member of the UEA, and Language Committee member, author of "Love Poems", "Catalunya Anthology" and "Poem Love and Pain" and many other works. Grau Casas suffered for many years in concentration camps before being killed in Valencia, utterly disappointed almost forgotten by all. During his time in the concentration camps we were together in the same barracks, we always talked in Esperanto and he often described his belief in a future triumphant Esperanto movement in a free Spain, without fascism and without Franco. Could he ever have imagined that a few years later the name of Franco would be announced at an Esperanto Congress?

For what reason does Franco tolerate the Esperanto movement and even accept the title of "protector" of the Congress? To those who really know the political manoeuvrings of the Dictator this isn't a surprise. Until the year 1945 Franco on many occasions publicly declared his disgust with democracy, going so far as to send the "volunteer" Blue Division in Nazi uniform to fight at the side of Hitler's army. In those days he enjoyed flaunting his Fascism. Here are the words of the important Fascist A Goicoecha a close collaborator of Franco, given to the French newspaper L'Echo de Paris: "Our program consists of total state authority. Corporations without freedom". Certainly, we are committed nationalists and passionate enemies of democratic institutions".

But Hitler was defeated. The regime of Franco was isolated and practically condemned. On the 9th of February 1946 the General Assembly of the United Nations met in San Francisco in the United States of America and declared "By its desire, nature, conduct and structure the government of Franco is a Fascist regime copied from that of Hitler's Germany and Mussolini's Italy, and was established for the most part thanks to the assistance those countries gave to him" and later the declaration stated: "the fascist regime of Franco is incapable of representing the Spanish population in any way". Thus began Franco's long and constant struggle for legitimacy. The Fascist dictator became a "Democrat". He spoke about religious freedom, freedom of association, press freedom. The Universal Congress will be used by Franco as proof of his "tolerant and democratic nature". Franco will profit from the Congress but the Esperanto Movement will not! In fact the Esperanto movement will be part of a deception used to justify the unscrupulous Fascist. So why is the UEA preparing itself to be part of this deception? Aren't there people in the UEA who are politically conscious enough to not take part in this vicious act against human dignity?

 A bitter irony, the year 1968 is the year of Human Rights. The LKK[Local Congressional Committee] will organise a photography competition whose subject will be quotations from the Declaration of Human Rights. I suggest that participants send in photographs showing demonstrations of Spanish workers and students demanding independent labour unions and student associations; photographs showing how Franco's police savagely attack and arrest the demonstrators; photographs showing how peasants in Andalucía and Extremadura live. To know that human rights do not exist in Spain; to know that every day there are protests by workers, students, intellectuals, even priests; to know that in the prisons there are tortures from the days of the inquisition; that amongst the condemned there are found Esperantists; like Alicia Mur whose crime was to take part in an association not tolerated by the Fascist regime of Franco.

I suggest to those who will take part in this Congress not to just visit the beautiful buildings of Madrid, nor the Valley of the Fallen and the tourist approved luxury spots on the coast. I suggest that they contact the people who suffer and hope that the time when liberty will shine again.

I fear that this article is already too long, however there remains much more to say. I tried to be objective but felt the urge to denounce the crimes of the "protector" of this year's Universal Congress and energetically protest against the decision to organise this congress under the seat of the Fascist Dictator.

Dank’ al la XXV Olimpiaj Ludoj Barcelono iĝis la celpunkto de la rigardoj de milionoj da personoj ĉie en la mondo. Ŝajnas ke Barcelono estis reeltrovita. Ĉiuj parolas pri ĝi. La gazetaro kaj televido montris bildojn kiuj ŝajnas veni el lando de mirindaĵoj. Bildoj de la tuta urbo, de ĝiaj karakterizaj monumentoj, de la Gotika Kvartalo, de la olimpika vilaĝo, de la ĵus konstruita Palaco Sant Jordi, de la multnombraj sportaj instalaĵoj kaj de la olimpika stadiono de Montjuic. Ho, stadiono de Montjuic! Por multaj personoj de mia generacio ĝi estas plena je memoroj kaj de certa nostalgio. Mi mense revidas tiun stadionon kia ĝi estis de antaŭ 56 jaroj (1936). Grupoj da entuziasmaj kaj iluziplenaj gejunuloj iris tien ĉiutage por sin trejni kun la celo kvalifikiĝi por partopreni en la porjunulaj konkursoj de la Olimpiaj Ludoj de Barcelono. Jes, mi bone diras, la Olimpiaj Ludoj de Barcelono, kiu devis okazi en la jaro 1936, kvankam nuntempe oni ne multe mencias pri tiu signifoplena evento.

Sed antaŭ daŭrigi pri la historio de tiu olimpiado, bedaŭrinde frustrita pro tragikaj cirkonstancoj, ni turnu la paĝon de la libro de la tempo kaj mallonge ni trarigardu la historion de la modernaj Olimpiaj Ludoj. La iniciatanto de la Ludoj estis la franco Pierre de Coubertin, sincera humanisto kiu kredis ke partopreno de homoj el la tuta mondo en sportaj konkursoj alportus spiriton de amikeco, frateco kaj komprenemo inter la partoprenantoj el kiu ajn etna deveno, kredo aŭ socia pozicio ili estas. Ni notu ke, bedaŭrinde, la idealismaj celoj de Pierre de Coubertin nur parte realiĝis kaj ke la Ludoj estis ofte falsigitaj pro aĉaj politikaj manipulacioj, rasismo, furioza naciismo, netoleremo, senbrida komercismo kaj la ambicio gajni je ĉiu kosto, uzante rimedoj ne tre etikaj, kontraste kun la deziroj de Coubertin kiam li diris: “Plej grave en la Olimpiaj ludoj ne estas gajni, sed partopreni; plej grave en la vivo ne estas la triumfo, sed la klopodo por ĝin atingi.”

La idealo kiun Pierre de Coubertin proponis al la partoprenantoj, ne identiĝas al la sola venko, sed al la kavalireca spirito de la sporto, ĝia sindonema praktiko, la afabla akcepto de la sorto, ĉu favora, ĉu malfavora, la amikeca kunlaborado inter nacioj, etnoj kaj individuoj ĝenerale, celoj kiuj enhavas altvalorajn moralajn elementojn kaj kiujn la publiko ankaŭ scias apreci.

La unua moderna Olimpiado okazis en Ateno en la jaro 1896, kaj ekde tiam, escepte dum la jaroj de la du mondmilitoj, ĝi okazas ĉiun kvaran jarojn en malsama urbo. Ja ekde la komenco de la olimpia movado la barcelonanoj montris grandan intereson por la Ludoj. Kiam en la jaro 1929 konstruiĝis la stadiono de Montjuic, la intenco estis posedi la bezonataj strukturoj por povi ilin organizi. Konsekvence Barcelono prezentis, siatempe, la kanditatecon por organizi la Ludojn de la XI-a Olimpiado de la jaro 1936.

La Internacia Olimpia Komitato kunvenis en Barcelono en la jaro 1931, sed ĝiaj membroj ne atingis interkonsenton. Unu jaro poste, en 1932, la komitatanoj renkontiĝis en Los Anĝeleso kaj per balotado ili elektis Berlinon. Tiu urbo ricevis 43 voĉdonojn, kontraŭ 16 por Barcelono kaj 8 sindetenoj. En tiu tempo Germanio havis politike centrisman reĝimon, kaj donis la impreson ke ĝi povis organizi la ludojn kun certa garantio de senpartieco. Sed en januaro de 1933 Adolf Hitler kaptis la ŝtatan povon kaj tuj li enkondukis rasistajn leĝojn. La senpartieco jam ne eblis malgraŭ la promesoj faritaj de Hitler al Baillet-Latour, prezidanto de la Internacia Olimpia Komitato.

La 5-an de septembro de la jaro 1935 Hitler proklamis la leĝojn de Nuremberg senigante la judojn de la germana civitaneco, kaj samtempe li intensigis kruelan persekuton kontraŭ siaj politikaj oponantoj. Tiaj cirkonstancoj kreis etoson de ĝenanta timo. Multaj sportuloj rifuzis iĝi instrumentoj de la nazia propaganda maŝino. En multaj landoj kreiĝis komisionoj kun la celo trovi alternativojn al la ludoj de Berlino. La logika loko estis Barcelono kiu, kiel ni jam vidis supre, kandidatiĝis por la organizado de la Olimpiaj Ludoj kelkajn jarojn antaŭe. Konsekvence kreiĝis la Komitato de la Popola Olimpiado de Barcelono kies prezidanto estis Josep Antoni Trabal; la sekretario estis Jaume Miravitlles, konsiliano de la aŭtonoma kataluna registaro (Generalitat de Catalunya). La dato: de la 19-a ĝis la 26 de julio. Baldaŭ alvenis aliĝoj el Francio, Usono, Svisio, Belgio, Kanado, Grekio, Svedio, Maroko kaj multaj aliaj landoj. Pro evidentaj motivoj ne venis aliĝoj el Germanio, sed kompense aliĝis multaj germanoj kiuj loĝis eksterlande kaj por kiuj la partopreno en la ludoj de Berlino estis kompreneble barita.

Sabate postagmeze, la 18-an de julio, la stadiono de Montjuic bolis je aktiveco. Multaj alilandaj atletoj troviĝis tie por trejniĝi kaj por interkonatiĝi kun aliaj partoprenantoj de la Ludoj. Ankaŭ tie troviĝis multaj barcelonaj junuloj, membroj de la sporta fako de la Popola Enciklopedia Ateneo, de la Barcelona Laborlernejo kaj de aliaj lokaj kluboj. Tiuj junuloj devis praktiki gimnastikajn ekzercojn por esti prezentataj la morgaŭon. La kontaktoj inter ambaŭ grupoj estis ege interesaj kaj instruplenaj malgraŭ la evidentaj lingvaj problemoj. Ne multaj alilandanoj scipovis paroli hispane. Kelkaj fuŝparolis vortojn ĵus lernitaj kaj terure prononcitaj okazigante amuzajn miskomprenojn. Mi mem klopodis uzi mian limigitan konon de la franca lingvo, sed kun ne multe da sukceso. Plej ofte afablaj mienoj kaj varmaj manprenoj anstataŭis vortojn.

La etoso estis tre frateca. Por la unua fojo mi havis la okazon rekte rilati kun alilandanoj. Tiu sperto plifortigis miajn konvinkojn pri vera amikeco inter homoj el la plej diversaj devenoj. Entuziasmo kaj eŭforio ŝvebis super la stadiono, sed bedaŭrinde miksita kun sento de antaŭtimo kaj streĉo. Dum la tuta tago oni konstante aŭdis alarmajn novaĵojn pri armea ribelo. La registaro asertis ke ĉio estis sub kontrolo, sed ne multaj estis konvinkitaj pri tiu aserto. Kiam la junuloj pretiĝis por la gimnastikaj ekzercoj, unu el la organizantoj morne anoncis: “Faŝistaj manoj sabotis la elektran instalaĵon. Ni solvos la problemon kaj morgaŭ ĉio estos preta por la inaŭguro de la Ludoj”.

Paralele kun la sportaj konkursoj organiziĝis Kultura Olimpiado kaj estis preparitaj multnombraj folkloraj prezentadoj. Inter la partoprenantoj de la kulturaj aktivaĵoj troviĝis la famkonata violonĉelisto Pau Casals.

La vespero de la 18-a de julio Pau Casals direktis la provludon de la Naŭa Simfonio de Beethoven kiun la orkestro, kunlabore kun la kantistoj de fama Barcelona Ĥorsocieto (Orfeó Gracienc), devis ludi la morgaŭon en la Greka Teatro de Montjuic okaze de la inaŭguro de la Olimpiado. Dum la provludo prezentiĝis oficialulo kiu per ekscitita voĉo diris, “Ĉesigu la ludprovon. Ni estis informitaj ke ĉinokte okazos armea ribelo en la tuta lando. La koncerto kaj la Olimpiado estas nuligitaj. Tuj forlasu la ejon.”

Je tiu anonco Casals forte konsterniĝis. Li sin turnis al la muzikistoj kaj kantistoj kaj diris: “Mi ne scias kiam ni renkontiĝos denove; mi proponas al vi ke antaŭ la disiĝo ni ĉiuj kune ludu la simfonion”, kaj levigante la taktobastonon daŭrigis la provludon kulminante je la fina parto kiu tekstas jene:

Jen brakumo al milmiloj,
jen ĉi kis’ al tuta mond’!
Fratoj! super stela rond’…

“Kia emocia momento! Kaj kia kontrasto” memoris la majstro kelkaj jaroj poste. “Ni kantis la subliman himnon de la frateco, dum sur la stratoj de Barcelono, kaj de multaj aliaj urboj, prepariĝis lukto kiu tiom da sango devus verŝigi”.

La ĥorgrupo ankaŭ estis provludinta la himnon de la Popola Olimpiado verkita de la poeto Josep María de Sagarra. Tiu himno devis esti kantata antaŭ miloj da personoj precize la 19-an de julio:

Sed anstataŭ aŭdi la himnon de la paco, en tiu tago la barcelonanoj aŭdis la sonon de senĉesa pafado, kaj je la kvina kaj kvarono matene, korŝiran alvokon per la Barcelona radiostacio: “Barcelonanoj, la timita momento jam alvenis; la armeo, perfidante sian honorparolon, ribeliĝis kontraŭ la Respubliko. Por la barcelona popolo alvenis la horo de la grandaj decidoj kaj grandaj oferoj: detrui la ribelitan armeon. Ĉiu civitano estu preta por plenumi sian devon. Vivu la Respubliko!”

Multaj el la atletoj kiuj venis por la Popola Olimpiado, aktive partoprenis en la lukto kontraŭ faŝismo; kelkaj el ili neniam plu tretus la arenon de stadiono. Tiel finiĝis, antaŭ ol ĝi komenciĝis, la esperplena Popola Olimpiado de Barcelono, preparita kun tiom da entuziasmo kaj amo fare de bonvolaj homoj kiuj sincere kredis en la humanisma olimpia idealo.

Thanks to the 25th Olympic Games Barcelona became the focus of millions of people from around the world. It seemed as if Barcelona had been rediscovered. Everyone was talking about it. The newspapers and television showed pictures that seemed to come from the land of marvels. Pictures of the whole city, of its characteristic monuments, its Gothic cathedral, the Olympic village, the newly completed Palace of Saint Jordi, of the many sports grounds and racing tracks and the Olympic stadium of Montjuic. Oh, the stadium of Montjuic! For people of my generation that building is full of memories and a certain sense of nostalgia. My mind revisit the stadium as it was 56 years ago (1936). Groups of enthusiastic and illusion filled youths would journey to it everyday to train for the chance to qualify for the youth contests of the Olympic games of Barcelona. Yes, I say it well, the Olympic Games of Barcelona, which had to happen in 1936, though in the present time you don't hear many mentions of this significant event. 

But before we continue on the history of that Olympics, sadly frustrated by tragic circumstances, let us turn the page of the book of time and briefly look at the history of the modern Olympic Games. The initiator of the games was the Frenchman Pierre de Coubertin, a sincere humanist who believed that the participation of people from the whole world in sporting competitions would carry the spirit of friendship, brotherhood, and mutual understanding between the athletes, from whatever ethnic origin, faith or social position they are. We must keep in mind that sadly these idealistic goals of Pierre de Coubertin were often only partly realised and that the Games were often compromised from terrible political manipulations, racism, furious nationalism, intolerance, unchecked corruption, and the desire to win at any cost and the use of methods not completely ethical. Contrasts with the desires of de Coubertin when he declared "The most important thing in the Olympic Games is not to win, but to participate; the most important thing in life is not the triumph but the efforts used to obtain it".

The ideal which Pierre de Coubertin proposed to the participants is not identified with the victory alone, but with the chivalrous spirit of the sport, its generous practice, the kind acceptance of fate, whether favourable or unfavourable, the friendly co-operation between nations, ethnic groups and individuals in general, precious moral elements that the public can also appreciate.

The first modern Olympic Games took place in Athens in 1896, and since than excepting the years of the two world wars it happens every four years in a different city. Since the beginning of the Olympic movement Barcelonans have shown great interest in the Olympic Games. In 1929 construction began on the stadium of Montjuic with the intention of developing the necessary infrastructure to host them. Consequently Barcelona presented it self as a candidate to host the 11th Olympics to be held in 1936.

The International Olympic Committee met in Barcelona in 1931, but could not reach a consensus. In 1932 a year later they reconvened in Los Angeles and chose Berlin by ballot. That city received 43 votes to 16 for Barcelona and 8 abstentions. In that time Germany was governed by a centrist regime and had given an impression that it could organise the Games while guaranteeing a freedom from partisanship. However, in January 1933 Adolph Hitler captured state power and immediately began drafting racist laws. Political neutrality was already made impossible despite the promises made by Hitler to Baillet-Letour the president of the International Olympic Committee. 

On the 5th of September 1935, Hitler passed the Nuremberg Laws, which stripped Jewish people of their German citizenship, at the same time he intensified cruel persecutions against his political opponents. These circumstances created an atmosphere of general fear. Many athletes refused to be made instruments of the Nazi propaganda machine. In many countries committees were created with the aim of finding an alternatives to the games in Berlin. The logical place for this was Barcelona, which as we've seen above had already prepared its candidacy to host the Olympic Games several years before. Consequently the Committee for the Popular Olympiad of Barcelona was created, Josep Antoni Trabal was its President; its secretary was Jaume Miravitlles a councillor for the Autonomous Catalan Government (Generalitat de Catalunya). The date from the 19th until the 26th of July. Soon athletes wishing to participate arrived from France, the United States, Switzerland, Belgium, Canada, Greece, Sweden, Morocco and many other countries. For obvious reasons, no registrations came from Germany, but in return many Germans who lived abroad and for whom participation in the Berlin Games were of course barred did arrive to register.

Saturday afternoon, the 18th of July the stadium of Montjuic is already boiling with activity. Many foreign athletes are found here training and getting to know other participants of the Games. Also there are many young Barcelonans, members of the sports department of the People's Encyclopaedic Athenaeum of the Barcelona workers school and from other local clubs. These young people had to practice gymnastic exercises in order to be presentable tomorrow. The contacts between both groups was extremely enlightening and full of teaching despite the evident language barriers. Not many of foreigners could speak Spanish. Some whispered words just learnt and terribly pronounced, which caused amusing misunderstandings. For myself I was able to make use of my limited knowledge of the French language but often unsuccessfully. Most often kind gestures and warm handshakes replaced words.

The atmosphere was very brotherly. For the first time I was able to talk directly to people from other countries. That experience strengthened my convictions about true friendship between people from the most diverse places. Enthusiasm and euphoria hovered above the stadium, but unfortunately mixed with a feeling of anticipation and stress. During the whole day we heard constant alarming news of an army rebellion. The government claimed that everything was under control, but few were convinced of this assertion. When the youths arrived to prepare for the gymnastic exercises one of the organisers mournfully announced "Fascist hands had sabotaged the electric works, but they would soon fix the damage and tomorrow would inaugurate the Games".

Parallel to the sporting contests a Cultural Olympics was being organised with many folk events and presentations. Amongst the participants of this Cultural Olympics was the world famous Cellist Pau Casals.

On the evening of July 18, Pau Casals conducted the rehearsal of Beethoven's Ninth Symphony, which the orchestra, in collaboration with the singers of the famous Barcelona Choral Society (Orfeó Gracienc), was to play the next day at the Greek Theatre of Montjuic on the occasion of the inauguration of the Olympic Games. During the rehearsal, an official appeared in an excited voice and said, “Stop the rehearsal. We have been informed that there will be a military uprising across the country tonight. The concert and the Olympics are cancelled. Leave the place at once. ”

This announcement caused Casals great consternation. He turned to the musicians and singers and said "I do not know when we will meet again, so I propose to you that before we depart that we finished the rehearsal and continue to play the symphony together". and raising the baton continued the rehearsal culminating in the final part which reads as follows:

here’s a kiss to the whole world!

Brothers! above the starry canopy ’’

"What an emotional moment, what a contrast" recalls the maestro some years later "We sang the sublime hymn of brotherhood, while on the streets of Barcelona, and of many other cities, a struggle was being prepared which should shed so much blood. ”

The choir also rehearsed the anthem of the People's Olympics composed by the poet Josep María de Sagarra. This hymn was to be sung in front of thousands on the 19th of July.

But instead of hearing the hymn of peace, on that day Barcelonans heard the sound of ceaseless gunfire, and at five thirty in the morning a heart-breaking call from the Barcelona radio station "Barcelonans! the terrible moment has come to pass; the army, treacherous in spite of its honourable words has rebelled against the Republic. For the people of Barcelona now is the hour of great decisions and great sacrifices: destroy the rebel army! Every citizen must be prepared to fulfil their duty. Long live the Republic!"

Many of the athletes who had travelled to Barcelona to take part in the Olympic Games remained, and actively took part in the struggle against fascism: Some of them would never set foot in a stadium again. And so ended before it began was the fate of the People's Olympiad of Barcelona that had been so full of hope. Prepared for with much enthusiasm and love, by people with good wishes who truly believed in the humanist olympian ideal.

Notes on the recent developments on the Cuban economy

 

 Very recently the Cuban government passed a new package of legal reforms opening up more of the economy to foreign investment.

 

Cuba has announced it will allow private businesses to operate in most sectors, in what is a major reform to its state-controlled economy.

Labour Minister Marta Elena Feito said the list of authorised activities had expanded from 127 to more than 2,000.

Only a minority of sectors would be reserved for the state, she said.

The communist country's economy has been hit hard by the pandemic and US sanctions introduced by the Trump administration.

Last year its economy shrank by 11% - its worst decline in almost three decades - and Cubans have been facing shortages of basic goods.

 The news has not gone down well, with reactions being a mix of downplaying it entirely to blaming the US embargo yet again. I'm not sure why this time it provoked a reaction, even if you define socialism as state control of the economy or "the government doing stuff" as its commonly phrased in the US, Cuba has been trying to find a role for the global market for many years. I remember reading a collection of speeches by Fidel Castro from the 1980s and being surprised that he talked about private ownership still being a feature of Cuba, though mainly confined to about 10% of agricultural labourers who owned their own plots and small markets for commodities made by one person or by families. 

And if you go on the Cuban Chamber of Commerce website you'll find two PDFs written up explaining the 2014 investment reforms, one being a translation of the law and the other being a step by step guide for investors. 


INTRODUCTION
Foreign investment in Cuba, as part of the updating of the Cuban economic
model, is aimed at the diversification and expansion of export markets,
the access to advanced technologies, the replacement of imports, the obtainment
of foreign financing, the creation of new sources of employment,
the attraction of new managerial methods and their connection with the
development of productive chains, and the change of the country’s energy
matrix through the use of renewable sources of energy.
This Guide has been prepared with the purpose of helping foreign investors
interested in doing business with Cuba. The guide does cover the
most relevant aspects and answers the main questions investors may
have, including social and economic information about Cuba, and the
Mariel Special Development Zone, as well as practical information to facilitate
the establishment of businesses in the country.
In addition, this guide also refers to other laws, regulations and resolutions
adopted in the country for foreign investment.

 And oh yeah the Mariel Special Development Zone, the port built specific to cater to international trade was started in 2009 and is now home to several foreign business ventures, including German and other European companies.

The office of the Mariel Special Development Zone (ZEDM) announced that the enterprise PASI Mariel Service S.A. (PAMAS S.A.) was approved and constituted, thus concretizing the first German investment in that “strategic enclave” for the Cuban economy.

PAMAS S.A is an enterprise created with 100 percent foreign capital and is authorized to operate for a period of 30 years.

The enterprise will be dedicated to the construction of a factory for the production and assembly of industrial valves, hydraulic and pneumatic systems, dynamic equipment and its components.

It will also offer diagnostic, repair, maintenance and training services by technical personnel associated with these products.

Authorized to operate for a period of 30 years, PAMAS S.A. will use modern technologies for the development of its productions and renewable energy sources to generate electricity.

With this enterprise, the number of authorized businesses amounts to 48 ​​ and 21 countries have been represented in the ZEDM since five years ago, when it was inaugurated.

Though with that said much of the previous opening up to the global market was regulated to Mariel and tourism and its adjacent industries, so assuming the reforms are carried through it will open up much more access to a lot more of the Cuban economy. 

This raises some questions, why now? Well the typical response is US embargo, which makes no sense at all since the embargo applies to private companies trading with Cuba. If the embargo is strangling the Cuban economy these reforms would do nothing to help, but that's really the thing its not the 1960s any more and the US embargo is not the crippling blow it was when it was applied to a Cuba whose entire economy was an appendage of the United States. 

That Cuba's economic activity with the USA is still heavily limited (though not non existent) is a constraint, especially being banned from buying American goods and services through credit, but its had decades to reorientate its economy. During the Cold War it essentially replaced the USA with the USSR, which is why the economic turmoil of the 1960s was repeated in the 1990s when that trade block disintegrated. But since the early 90s the Cuban economy has successfully re-orientated again, its biggest trading partner is China, but that's closely followed by multiple European nations and overall the EU seems to be the largest trader and investor.

 The problem was much of that growth was in tourism and the export of luxury goods which due the COVID-19 pandemic have done incredibly poorly. It makes no sense for an economy under effective siege to tinker with investment policies, the source of the economic ruin is external and will remain unaffected, but it makes perfect sense for an economy already integrated and active in the world economy to pursue other opportunities once its main economic pillar is in trouble.

I know this is hard for people in the US to understand, but in the rest of the world Cuba is just another nation. Its not especially liked or especially condemned in the mainstream. Its a popular tourist destination and I've bought Cuban goods over the counter, though not often, they're usually well outside my price range. 

To be frank even during the Cold War the United States had a poor record of getting its allies to abide by the embargo, both Mexico and Franco's Spain ignored repeated attempts to pressure them into cutting off their trade with Cuba. And as the Cold War has ended that failure has only multiplied.

Unlike North Korea which the target of sanctions by many nations around the world and not just the United States, most countries have no issue with establishing a firm or booking holidays, or trading industrial commodities with Cuba. It doesn't bode well for the Cuban planned economy, this is probably the beginning of the full transition from state planning to market capitalism. In fact this seems to be proving Felix Abt correct, that far from undermining planned economies strict international sanctions actively prop it up and hold back the transition to market capitalism, since the measures put in place to damage state enterprises can easily break and cripple private ones.

- Oni kutime ligas historie la anarkion al la laborista movado, kiu sub nomo Internacio floradis fine de la reĝado de Napoleono la III-a . Tio malĝustas. La malamon kaj la insultojn, per kiuj Karl Marks, la granda profeto de l’science socialismo, persekutadis Mikaelon Bakunin, ne kaŭzis profundaj malakordoj intelektaj aŭ etikaj. Bakunin kaj ties amikoj estis forpelitaj de la Internacio, ĉar federalistoj, malcentralizemaj, insurekciemaj, malamikaj al la formo de Ŝtatisma konkero por la parlamentaj seĝoj, kiun estis aplrenonta la socialista agado. Situante ekstere, eksterpartiaj, specoj de perditaj infanoj, vivantaj antitezoj de l’socialismo, la narkiistoj malakordas sur ĉiuj punktoj kun la nuna socio. (…)


Ĉar ĝi lokiĝas trans la kutimaj reguloj, trans la aŭtoritatoj, kiuj ilin regas, la anarkiismo ne estas nura doktrino, nura sinteno, ĝi estas vivo. Ĝi ne estas sistemo, kolekto el preskriboj, malfekunda filozofio, ĝi estas konstanta aplikado, realigado, aktivado ĉiutaga!


La anarkiisto negas la leĝon, stariĝas kontraŭ la aŭtoritato de ties reprezentantoj, kontraŭ la agoj de la plenumantoj de la socio, tial ĉar li asertas kapabli doni mem leĝon al si kaj trovie en si la forton necesan por ekzists kaj konduti, tio sen ekstera interveno, ankaŭ sen kompromitiĝo. Li konceptas neniujn aliajn societojn, ol asociajon el kamaradoj unuiĝintaj per komuna akordo kaj libera laboro. La societoj, en kiuj li vivas, bezonas, por pludaŭri, mil specojn de aŭtoritatoj: aŭtoritato de dio, aŭtoritato de leĝodonantoj, aŭtoritato de la riĉeco, de la konsiderindeco, de la respektindeco, de la prapatroj, de ĉiusepcaj programoj. La anarkiisto, elvokante sin mem, ekzamenas, konsideras ĉiujn aferojn, akceptas aŭ forĵetas laŭ tio, ĉu la proponataj aŭ prezentataj ideoj kongruas aŭ ne kun lia vivkoncepto aŭ kun liaj individuaj aspiroj. Ĉiuj homoj akceptas esti determinataj de sia medio; strebas la anarkiisto – kalkulante kun la neeviteblaj fizikaj kondiĉoj – unue sin determini mem, poste roli kiel determinanto de l’medio.


Konklude, la anarkiistoj prezentas al si:


a) homon idealon: La anarkiiston; la homaron unuecon neganta la aŭtoritaton kaj ties ekonomian korolarion: la ekspluatadon; la estulon, kies vivo konsistas el daŭra reagado kontraŭ medio, kiu nek povas nek volas lin kompreni aŭ lin aprobi, tial ĉar la konsistigaj eroj de tiu medio estas sklavoj de malklero, de apatio, de prapatraj difektoj, de la respekto al la establitaj aferoj;


b) homan ideolon: La konscian individuon, emancipoĝontan, sur la vojo al realigado de nova tipo: la homo sen dioj kaj sen mastroj, sen fido kaj sen leĝo, kiu sentas neniam bezonon pri reglamentado aŭ ekstera trudo, tial ĉar li posedas sufiĉe de volkapablo por determini siajn proprajn bezonojn, uzi siajn pasiojn por pli disvolviĝi, multigi la eksperimentojn de sia vivo kaj konservi sian individuan ekvilibron;


c) socialn idealon: La anarkisstan medion, socion, en kiu la homoj – izolitaj aŭ asociitaj – determinus sian individuan vivon, en siaj aspketoj intelekta, etika, ekonomia, per libre interkonsentita kaj aplikata akordo, bazita sur “reciprokeco”, antentante pri la libero de ĉiuj, bridante la liberon de neniu.

Anarchy is usually linked historically to the labour movement which flourished under the International and at the end of the reign of Napoleon III. This is incorrect. The hate and the insults with which Karl Marx the great profit of "scientific socialism" persecuted Mikhail Bakunin did not cause deep intellectual or ethical divisions. Bakunin and those friends who were expelled from the International because they were federalists, against centralisation and in favour of insurrection, were the enemy of the form of state conquest via parliamentary seats that was being celebrated as socialist action. The friends of Bakunin called themselves Collectivists and some of them today reproach socialism for appropriating that term; yes federalists translated and promoted Capital the chief work of Marx in Mediterranean countries. Certainly Bakunin was an Anarchist, often  violently and deeply so, but if one studies the movement of the Jura Federation (and the thought of misjudging the action which it once performed is far from us) in it we will encounter the reappearance of socialism: faith in equality, brotherhood between all peoples, ideas about universal solidarity and love, about future society, about a revolution that will save humanity and transform it - concepts which anarchism, like the others, are subject to individual analysis and which are in no way specifically anarchist. It is true to say that the federalists of the International showed anarchic tendencies in the concept of action and organisation in the socialist movement. For the rest, nothing differentiated them from the revolutionary socialists of the period.


Located outside, partisan, kinds of lost children, living antitheses of socialism, the narcissists disagree on all points with the current society. (...)

Because it is located beyond the usual customs, beyond the rules that they use to reign, Anarchism is not only a doctrine, nor an attitude, it is life. It is not a system, a collection of prescriptions, a sterile philosophy, it is a constant application, realization, daily activity!

The Anarchist denies the law, stands against the authority of representatives, against the actions of the majority of society, this is because he asserts that he is capable enough to give himself law and to find within it the strength necessary to exist and behave, and without outside intervention or without compromise. He conceives of no other society other than an association of comrades united by common accord and free labour. The societies in which he lives need a thousand different types of authority; the authority of God, the authority of the legislators, of the rich, of the intellectuals, of the respectable behaviours, of the patriarchs, of programs of every type. The Anarchist turns to himself, considers every matter, accepts or rejects according to his reason, whether or not the proposed or presented ideas are consistent with his conception of life and individual aspirations. All people accept to be determined by their environment; the anarchist strives - calculating with the inevitable physical conditions - first to determine himself, then to act as a determinant of the environment.


In conclusion, the Anarchist presents himself:


A) Human Ideal: The Anarchist; the unity of humanity negates authority and its economic corollary: exploitation; the being whose life consists in a constant reaction against an environment that neither can nor wants to understand or approve of him, because the constituent elements of that environment are slaves of ignorance, of apathy, of ancestral defects, of respect for established things; 


B) Human Ideal: The Conscious Individual; emancipatory, on the way to the realization of a new type: man without gods and without masters, without faith and without law, who never feels a need for regulation or external coercion, therefore because he possesses enough volition to determine his own needs, use his passions to further develop, multiply the experiments of his life, and maintain his individual balance;


C) Social Ideal: The Anarchist method; a society, in which the people - either in isolation or in association- would determine his individual life, in its aspects intellectual, ethical, economic, by a freely agreed and applied agreement, based on "reciprocity", anticipating the freedom of all, curbing the freedom of no one.
